Revised notification for lecturers’ promotion issued

 

ISLAMABAD - The Capital Administration and Development Division (CADD) issued a revised notification of timescale promotion of 210 lecturers from BPS-17 to BPS-18 working under Federal Directorate of Education (FDE).
Earlier, the CADD had notified the promotions from January 5, 2012 against the Prime Minister’s directives that recommended the time-scale promotions of lecturers with affect from January 1, 2011. And on the objection of the lecturers the division had agreed to revise the notification but it took over a month to issue a revised notification. Among 210 lecturers, 131 belong to federal government colleges and 79 lecturers belong to model colleges, including male and female lecturers.
The notification regarding the longstanding demand of one-time up-gradation of college lecturers
was issued on October 14, 2011 after 25-day strike and protests by them. The one-time promotion of all teachers of schools and colleges was announced by the Prime Minister Syed Yousuf Raza Gilani in November 2010 on Teachers’ Day that is being implemented in phases. Though CADD has rectified its mistake by issuing a revised notification, still the college teachers have few reservations that they want to be addressed by the CADD.
They demand the implementation of time scale formula with its true spirit. They believe that a college teacher must be promoted to next grade according to their total length of service without imposing any condition and the benefits associated with the grades should also be given to them.
Federal Government College Teachers Association (FGCTA) General Secretary Tahir Mahmood, said a condition has been set in the notification according to which a candidate cannot be given two consecutive promotions that is a great injustice to those who have been working for the last 20 years in the same grades.
He said the lecturers have been working in the same grades for years due to slow progress of four-tier promotion formula thus the promotion policy should not be the same for those who have five years of service length and those who have been working for over 15 years in the same grades.
He said they should be given two or three promotions at once according to their total service of length and the condition of two consecutive promotions should be waived off.
He also sought the abolition of previous four-tier promotion formula as two parallel promotions formula have created confusions. Like Balochistan government has abolished the previous promotion formula and implemented timescale promotion formula according to which teachers are promoted to the next grades after specific length of services.
Meanwhile, anxiety has mounted among the Junior Lady Teachers of Islamabad Model Colleges and they have been considering to stage demonstrations or boycott educational activities against their non-upgradation. FDE DG Atif Kiyani said they have been upgraded but mistakenly their designation was changed from JLT to Secondary School Teacher and for that a case has been moved to re-designate them as JLT.
