The laptops scheme should be converted into normal computers so that it can cover 4 times more than your capacity to serve this on merit in whole the country. Though it was not necessary but as the govt has announced so it can be continued step wise at higher level. But it was better if this amount was used for promoting only technical education.

All technical colleges should be given free education, so that u can generate a technically skilled nation like japan, Korea, Hong kong. these technical colleges should start double shifts in same buildings. Teaching staff should be appointed on merit this will help to produce jobs as well.the technical people should be facilitated for foreign jobs.

Teaching staff is missing in all Pakistan, New teachers should be recruited on merit to reduce this joblessness. It will also increase the education level in Pakistan.
Street cleaners should be recruited on contract basis in whole country it will reduce joblessness,and a proper collection/ sorting of garbage be adopted, recyclable / burnable material can be used for production of electricity.

Qomi Razakar / or semi military troops may be deputed & camped for 5 years on barren Govt lands. wherever they camp should grow a large number of quick growing trees, this may meet the need of wood in next years plus can change the environment. Trees are required on all canal banks and along the roads to save roads from seepage.
This can also be a kind of self employment scheme and the barren areas can be changed into cultivated lands or small forests / nurseries.
